2606486 - Contract Target Value exceeded, even if the value is less than header Target Value of the Contract

Symptom

Even if the Contract header Target Value is not exceeded, when assigning an item of this Contract to a Shopping Cart the Purchaser receives a warning, or in case the document is a Purchaser Order, Purchaser receives an error:

Contract cant be used; target value [amount] of contract exceeded by [amount] (BBP_PD 561).
