Symptom
When performing a New Hire, either via the New Hire Wizard or Manage Pending Hires, the following error occurs after choosing Continue or Submit at the Compensation Information screen:
An application error occurred. Please try again later, or notify support (with the error information of errorId=8a95bc2c-2d0a-4d4e-ada9-6739b4051ba3, timestamp 2018-02-08T20:24:54.667+0000, and the version information from the current screen) if the issue keeps occurring.

Cause
In this scenario, a userId is being generated; however the IDs being generated already existed in the system.
Resolution
This userid can be set by one of the following, please review and correct:
- The value is set by the Next Person Id in "Company, System and Logo Settings", here the value needs to be set to one which is not already used.
- A Business Rule is used to set the value, here the value needs to be set to one which is not already used.
