In this scenario, a userId is being generated; however the IDs being generated already existed in the system.
This userid can be set by one of the following, please review and correct:
- The value is set by the Next Person Id in "Company, System and Logo Settings", here the value needs to be set to one which is not already used.
- A Business Rule is used to set the value, here the value needs to be set to one which is not already used.

- If rehiring a contingent worker as a regular employee, please make sure that the username you are adding has not been used as a username or as a user ID of the contingent employment
