2608263 - BUS2009 rejection triggers two events

Symptom

A PReq is subject to a release strategy with workflow connection. When the Purchase Requisition is rejected within the framework of a workflow (which calls Transaction ME54N), the system triggers two events REJECTION_START and SIGNIFICANTLYCHANGED. Only REJECTION_START is expected.
