When you run report Project Assignments by Employee you receive an information message as" No report data available to display; check the selection."

There is a global restriction in the report that enables it to show only data for project assignment of all employees which are managed by you (direct reports).
There are no employees assigned to the org unit you are manager for, therefore, the report won't display any data.

As a workaround, you can create a custom report to view the data which do not include any such restrictions.

The behavior of the report is as designed.
