Symptom

CBS UI throws a 500 error when trying to initialize a compartment. The following error is recorded in the defaultTrace files:

com.sap.tc.webdynpro.services.exceptions.WDRuntimeException
...
Caused by: com.sap.tc.webdynpro.services.exceptions.WDRuntimeException: Security Violation: ViewElement of type 'ToolBarButton' and Id 'tbbInit' is not visible (Visible='NONE')!
