2611606 - AS Java SAML Configuration - Service Provider endpoint ACS could not redirect to original application URL

Symptom

After SAML configuration, the following error is received:

400 Bad Request 
"Error: Service Provider endpoint ACS could not redirect to original application URL because it could not convert RelayState received to original application URL."
