Tags used to be a part of Public Profile which can be enabled when you go to Configure Employee Files. But this is not the same page / behavior as enabling Tags in People Profile.

In People Profile, Tags are considered as a block.

To enable Tags in People Profile, go to Configure People Profile > Click on Add Section as the bottom part of the page and rename it > Search Tags in the other side of the page > Drag the Tags block to the newly created block > Click on Save. You can drag the newly created Tag on top of the page or anywhere in between.

After creating the block, enable the permission by going to Manage Permission Roles >  Employee Data > Tags

NOTE: If you are not able to see Tag option under Employee Data permission. Open an case under LOD-SF-PLT to analyze your datamodel. Support Engineers can access internal memo for additional information.

To add tags you need to search to Configure People Profile and add a custom block "Tag"

1. Open the instance
2. Search "Configure People Profile" 
3. Add a custom block "Tags" 
4. Go to the Employee Profile 
5. Search the portlet "Tags" and add the Tags 

When you done it, please go to the Employee Profile and search the portlet that you want to add the tags:

Please note: 

• You can add only 100 tags;
• The limit per tag is 1024 characteres.

After you add a tag to some profiles, if you click in a tag, you have the "Directory Search" view, when you can compare the search from tags at all the profiles in your instance.
