2611835 - Error "Please enter another service category. XYZ is not valid" Occurs when Create a Ticket

Symptom

When you select a value for Service Category field in Ticket quick creation page, an error "Please enter another service category. XYZ is not valid." occurs. (XYZ represents the Service Category ID)
