Symptom
Customer wants to delete one specific locale template, for example, delete JP Template which has been maintained in instance.
**All the images from this instance are from our internal test instances, any resemblance with real environments are mere coincidence**

Reproducing the Issue
1.Admin Center
2.E-Mail Notification Templates Settings under "Company Settings"
3.Choose one specific template and download the template txt file.
4.Delete the JP template, and upload that txt file again.
5.After uploading, JP locale template is still there.
Resolution
This is an expected behavior.
You can’t remove an email template of a specific locale. When you remove a template and upload, the system will pull the default subject/content from message bundle.
Workaround: You can have the same template (same subject & content) for all the locales.
