Symptom

1. db2diag.log reports lock list is not growable, (SQL0912N).

2. Issue can occur in phase MAIN_SHDRUN/SUBMOD_SHDPREPEXP/SQLDB_DELPREINT, 
    In the example below, the issue is with object DDXTT~

Environment

DB2 LUW all versions

For versions 11.1 and higher, reference the following note as well:  
2570778 - DB6: SQL0912N when DB2_AVOID_LOCK_ESCALATION is set to TRUE
If the lock escalation parameter does not resolve the SQL0912N error or you do not wish to remove the parameter, then this KBA will still apply.
