2613973 - S_DOCU_SHOW language is not active after upgrade

Symptom

The SPAU, SAINT, SE24 and SPAM transactions give the error "Form S_DOCU_SHOW language is not active and has errors". Typically the error can happen after an S/4 HANA upgrade. The KBAs 1947044 and 2359976 were already followed to activate form S_DOCU_SHOW but these steps do not resolve the issue.

SAP Netweaver Basis Release 750 and 751.
