2616005 - Error "You cannot make this change to the effective start date because time sheets already contain data"

We are getting this error "You cannot make this change to the effective start date because time sheets already contain data" for some employees even though there is no data existing in timesheet for this user on the effective start date of the record we are trying to change via import/API upsert. (Job information or time information field changes).

Workaround until then:

The workaround is to insert a new dummy record from the UI with data change event reason (imports / upserts won't work).
Do not change time information fields in this dummy change record.
Now try importing/ upserting the change which you were trying to.
