2617735 - XSController does not start with error "SSFS-1670: Update of the secure storage is locked by user ..."

Symptom

hdbxscontroller does not start up. Following KBA 2462741 to collect XSA related logs, then from xscontroller.out following error can be seen:

Caused by: com.sap.security.nw.SecStoreFS.SecStoreFSException: SSFS-1670: Update of the secure storage is locked by user "<sid>adm" from host "<servername>" since "2018-03-10 08:23:46 UTC" (lock management was under application control at the time of lock creation) (RC = 3)
