2620715 - 503 Service not available error due to ICMERUNLEVELSTOPPED

Symptom

503 Service not available error returns in browser directly, when access any URLs for the specific target back-end system via SAP Web Dispatcher. In the level 2 trace file (dev_webdisp), the following can be seen:

Section "Backend System Configuration Info" from the Web Admin interface of the WDP shows the system in yellow status, and on the WDP trace file following warnings are written continuously:
