2620803 - Unable to save job using Promotion Management in BI 4.x

• Create an LCMBIAR file using either the Promotion Management Wizard (PMW) or the Life Cycle Management Command Line Interface (LCM CLI) tool. It will end with the "Unable to save job" error.
• The following error message was recorded in PMW and LCM CLI traces:
