2620803 - Unable to save job using promotion management in BI 4.x

• Create a LCMBIAR file using either Promotion Management Wizard (PMW) or Life Cycle Management Command Line Interface (LCM CLI) tool. It will end up with "Unable to save job" error.
• Below error message was recorded in PMW and LCM CLI traces::
