2621011 - PY-GB: RTI error: "Authentication failure. The supplied user credentials failed validation for the requested service."

Symptom

When an RTI report (FPS/ EPS/ FPSA) is sent to the Government Gateway, the submission's status is set to a Fatal error and the below error is displayed on the XML returned from HMRC:

"Authentication failure. The supplied user credentials failed validation for the requested service."
