Create SQL statement in a Custom Report

The SQL is set to override the parameter reportingLevelsToDisplay of the system configuration for LMS_ADMIN.

 The configuration 'reportingLevelsToDisplay' is used only when the report has following in the filters for user side report.

If these are not used then the configuration is not used and the custom report can define its own level in the query.
