2623287 - Submit button is missing/greyed out in Access request approval form

• After a recent upgrade on the GRC system, after an approver clicks on the link from the email notification to open the access request in order to approve it, the Submit button is missing. However, if the same request is opened from the Work Inbox the Submit button is displayed.
  
  
• The delegated approver is able to see the request in his work inbox, but the submit button is greyed out
• "Add Note" link is disabled.
