The SFAPI Tools link is an internal tool that our developers use to build API queries. Since our technical writers for WIKI's and SAP Community Portal posts have used this on their examples it has been widely known to partners and customers.
The link has been deprecated and there are no other tool internally that can be used as an alternative.
