Is it Possible to create Eligibility Rules on a field which has no value/blank?

• We currently do not support creation of Eligibility Rules on a field which has no value/blank.
• Even if you use null as condition systems checks it as string null and atleast value "null" has to be maintained for this rule to work.
• You may submit this as an idea in influence site. Based on number of votes product management may consider for future enhancement. Steps to submit an idea are outlined in article 2243569.
