2626211 - Cannot Add Assignment Profile under Programs

There's no "Add" button for the Assingment Profile when viewed inside a Program

1. On the Admin side, open a Program
2. Go to the Assignment Profile Tile and see that you can only view it, but cannot edit (add/remove)
   
   

This is working as expected.

You can only add a Program to an Assignment Profile on the Assignment Profile itself. You cannot add it on the Program side.

Why are we able to add other entities on the Program like Competencies / Catalogs / Subject Areas?

The reason you're not able to add Assignment Profiles is because unlike the other entities, the Assignment Profiles need to be Synchronized and Propagated to users for it to take effect. You cannot do that on the "Program" view. The Catalogs, Subject Areas, etc. don't need to be Propagated/Synchronized for it to take effect, that's why it's possible to just simply add them on the Programs itself.
