Symptom

The ALTER LOGIN MODIFY PASSWORD command requires a caller password.
- An SSO may be used to using Kerberos authentication and does NOT know their password.
- Kerberos-authenticated SSO would like to execute ALTER LOGIN MODIFY without providing a password.
