Changing the name of a Job Requisition template creates a new Job Requisition template.

The template name is the unique ID for the requisition template, and is set in the default language of the instance. If the template name changes, uploading the template in Provisioning creates a new requisition form.

There is no way to change a template name once the requisition form has been created.

You must disable the old requisition form and a new requisition form must be created, permissioned, tied to route map, etc.

Template names however can be localized if the instance has multiple language packs enabled. There is just one known limitation when changing the localized name, this behavior is described here 2728762 - Default template name is showing instead of Job Requisition template name translation

Hence, the only way to duplicate a job requisition template is by uploading the original template again however this must have a different template name. If the name is the same, it will simply create a new version of the existing template.
