Symptom

Upgrade to SMP 3.0 SP14 from SP13 fails with error messages:

com.sap.install.smp.wizardaction.ExecSilentInstall, err, ERROR: return value: 1
com.sap.install.smp.wizardaction.ExecSilentInstall, err, ERROR: Upgrade failed
SAP Mobile Platform processes are still running
com.installshield.sybaseworkspace1_0.event.dialog.swing.PanelLast, err, <SMP_HOME>\db\sa\smp3\win32\Bin64\dbsrv17.exe
