You want to create a rule to restrict the user from requesting more than one type of attendance or allowance on the same day.

It is possible via time sheet validation rule to allow only one type of allowance or attendance time type on one same day.
Below sample time sheet validations are created for restricting Allowance under the assumption that there are two available Allowance Types only.
You will need to adjust the rule more if there are more than 2 available time types or allowance types.

All the allowances will be restricted which means that the user will be able to request only one per shift.
