In SAP Solution Manager 7.2 SP05 to SP07 for Release cycles urgent changes documents cannot be created in Build phase.
Urgent changes can be created only in 'Hypercare' and 'Operate' phases.
In SP08 and highest this behavior changed and Urgent change document can be created in Build phase.
