2631329 - Cannot use "Exclude and not Equal" filter on attribute based members - BPC NW

• The user created a process template and used the "Exclude" or "not Equal" filters on attribute based members when creating the activity.
• When creating the process instance, the user gets the warning "BPF: Validation: No member found for activity XXX ".
• The selection of driving dimension members using "Exclude" or "not Equal" filters dosen't seem to work.
