2631840 - DSN: Dummy SIRET manually changed in the DSN file

Symptom

At the time of running the DSN, the SIRET number of your organization is not known (this occurs for example when you create a new personnel area).
You change the DSN file manually to update the SIRET field (which shows dummy SIRET 9999999999999 by default). As a result, when you run the DSN, a number of blocking errors occur (e.g. block 65 is wrongly generated retroactively).
