2632821 - unable to access DTR from NWDS or Browser

Symptom

Developers trying to connect to DTR in NWDS gives error:

Authorization failed for http://<myhost>:<port>/dtr: User/password invalid or expired

Trying to access DTR directly in the browser, with the same developer user, gives error:

<DAV:access-denied/>

In a troubleshooting wizard trace(see note 1227928 - Tracing Tools for troubleshooting NWDI (detailed logs)) there is error:

Precondition failed: Status: 403, precondition: access-denied
[EXCEPTION]
com.tssap.dtr.server.servlet.WebdavForbiddenException: Status: 403, precondition: access-denied
