2633997 - Error: Unable to find a primary application server instance - during SWPM execution

Symptom

Software Provisioning Manager (SAP Note: 1680045) was started to perform DB export, Export-Preparation, DB-refresh in SAP System with HANA DB and it failed to check the primary application server (PAS/CI) instance.

sapinst_dev.log contains the followings e.g. :

NWException thrown: nw.noCentralInstanceFound:
Unable to find a primary application server instance for SAP system ###.

...

The step setPrivateContext with step key |NW_ABAP_DB_DBRefresh|ind|ind|ind|ind|0|0|NW_ABAP_DB|ind|ind|ind|ind|0|0|NW_CreateDBandLoad|ind|ind|ind|ind|createdbandload|0|NW_Postload|ind|ind|ind|ind|postload|0|NW_Postload_DBRefresh_ABAP|ind|ind|ind|ind|abap|0|
setPrivateContext was executed with status ERROR (Last error reported by the step: Unable to find a primary application server instance for SAP system ###).

(it is an example during DB-refresh on target systemesite)
