2634198 - Upgrade with SUM, encountering error at phase MAIN_TRANSEXEC/KX_SWITCH_TRANS

Symptom

When you upgrade with SUM, at phase MAIN_TRANSEXEC/KX_SWITCH_TRANS, there is an error like below in KX_SWITCH.LOG

1EETQ399 Last error code set is: Cannot establish connection to service control manager on host 'localhost':
1EETQ399XAccess is denied.
4 ETQ383 translates to path "xxxx"
1EETQ204 Upgrade phase "KX_SWITCH_TRANS" aborted with severe errors ("20180209155147")
