2635161 - Launchpad Designer shows blank page after Upgrade to SAP_UI 7.51 SP6

Symptom

You have performed an upgrade to SAP_UI 751 SP06
Launchpad Designer shows a blank page and does not start http://<server>:<port>/sap/bc/ui5_ui5/sap/arsrvc_upb_admn/main.html
The following error is displayed in the console:

/sap/public/bc/ui2/shell-api/sap/ui2/shell/shell.js 404 (Resource Not Found)

Error: handler failed: failed to load 'sap/ui2/shell/shell.js' from /sap/public/bc/ui2/shell-api/sap/ui2/shell/shell.js: 404 - Resource Not Found - Error: failed to load 'sap/ui2/shell/shell.js' from /sap/public/bc/ui2/shell-api/sap/ui2/shell/shell.js: 404 - Resource Not Found
