2637250 - Seeing error 'DSNU3330I' after applying DB2 11 z/OS PUT 1710 maintenance

You've successfully applied DB2 11 PUT level 1710 maintenance.  Following the upgrade any attempt to run utilities (ie, REORG, MODIFY, etc.) reports the following message in the DB2 log,  indicating that DB2 utilities are not installed:

DSNU3330I 113 13:05:14.34 DSNUILSB - THE MODIFY UTILITY IS PART OF A SEPARATELY LICENSED
PRODUCT WHICH WAS NOT FOUND ON THIS SYSTEM

You've checked the following:

• According to SMP/E, the FMID JDBDB2K which is for the DB2 Utilities Suite is not included in the CBPDO downloaded from SAP.
• Dbacockpit PTF Checker reports no issues with FMID JDBDB2K.
• You've identified an IBM webpage that shows that JDBDB2K is the FMID for the DB2 11 z/OS Utilities Suite

• You've installed the original SAP CBPDO from back when SAP GA’ed DB2 11 PLUS ALL maintenance since. SAP PUTs are not cumulative – they all need to be applied in sequence to get to current.

However, FMID JDBDB2K is not listed in the DB2 11 PUT 1710 PACKING LIST supplied with the SAP download - 51052759 DB2 for z/OS 11 Service Pac 2017/10.
