2638642 - BI CMS will not start with error ORA-12505: TNS:listener does not currently know of SID given in connect descriptor

• SAP BI Central Management Server will not start
• Attempt to start SIA and Central Management Server using ./startservers (UNIX) or Central Configuration Manager (Windows), Notice that the Central Management Server does not initialize or remain started.
• Examining the CMS trace logs (cms_PROD.CentralManagementServer_trace.000001.glf and error_boe_cmsd6400.log) we can see the following error:

• TNSPing responds back with a valid test of the TNS entry resolved by LDAP - this was successful - 10 milliseconds.
• SQLPlus (Using the syntax: sqlplus schema_name@OracleSID) fails with the error:
  
  ORA-12505:  TNS:listener does not currently know of SID given in connect descriptor
