You cannot assign an operator based on the job requisitions locale when creating a requisition through an integration tool.
If you would like this feature to be available please create an enhancement request.
The product and its road map can change over time, and therefore any enhancements delivered are based on the majority of customer’s needs which is made clear through the number of votes for the idea on the forum. This is why we ask all customers to add their voice via the community ideas boards, as that is where their voices can be heard by the Product Managers and Development.
