2639775 - Expats are not Visible in Executive Review

Users that are in global assignment are not able to be viewed in executive review

1. Proxy as a Manager
2. Access the worksheet/template
3. View users  that is on global assignment in the forms
4. Click executive review and the user will not be there

The program is configured as Compensation Manager Hierarchy. But the target population in RBP role "NGA FT - Compensation Manager" (which the login user is included in) is configured as all manager's direct reports(Please refer to the screenshot).

Add a new group in "Grant this role to" for second manager in RBP role "NGA FT - Compensation Manager" or just create a new RBP permission role.
