2639864 - Update Assignment shows provisioning error "User does not exist in target system"

Symptom

A Business Role is assigned to one or more users.
A new technical role is added to the Business Role, and customer uses Update Assignment tool to propagate the new role to the users assigned with the Business Role.
Provisioning fails for one or more users with message "[user ID] User does not exist in target system [connector]".
