2644300 - Error CJ418 while updating WBS element using BAPI_BUS2054_CHANGE_MULTI

Symptom

Error CJ418 and CNIF_PI075 occur while updating WBS element using BAPI_BUS2054_CHANGE_MULTI, although there is no change to hierarchy at all, e.g. just change short text.

CJ418           WBS element XXX can no longer be shifted.
CNIF_PI075  Hierarchy change for WBS element XXX not possible.
