2645783 - Bin lock prevents parallel putaway to the same bin

Symptom

A PPF action is creating Putaway WTs for multiple inbound deliveries at the same time with stocks that should be moved to the same destination bin. However, due to the specific bin being locked by the first WT creation, the following WT is getting created to the next destination bin in the search sequence. This is also visible in the WT log: message "Location &1 already being processed by user &2" (Message no. /SCWM/L3145) is displayed.
