Symptom

User is not able to share a custom Fiori tile created as "Save as Tile" (https://help.sap.com/saphelp_uiaddon20/helpdata/en/60/86339c2c7e48388d15a8c58495f48d/frameset.htm).  The tile only appears on the creator's Fiori Launchpad and not available on other user's Fiori Launchpads or Launchpad Designer
