2647556 - The Server Intelligence Agent for this server is unavailable

• When the Server Intelligence Agent (SIA) is running, the associated BI servers appear as stopped in the Central Management Console (CMC) and Central Configuration Manager (CCM).
• In the CMC, right clicking the server and selecting 'Properties' displays the message: "SIA is unavailable for the server" before showing the remaining properties.
• Additionally, the cms.exe process is missing from the Task Manager.
