While enabling SAP Best Practices Employee Central Core Content via Upgrade Center, system throwing an error (BP_UC_ERR_NOT_EMPTY_SYSTEM).

The activation of SAP Best Practices content via Upgrade Center should be only used if the application/functionality that should be added (like Employee Central Core, Time Off, Payroll Time Sheet) is not yet configured in your instance. If any of these are already configured it will throw this error. It is suggested to do this upgrade in a fresh instance.
