2649697 - LOSC customizing is not considered during WT creation

Symptom

The below sentences are part of one scenario.

A Product Warehouse Task (WT) is created to move stock of an Handling Unit (HU) between bins that have Layout-Oriented Storage Control (LOSC) set up.
LOSC is customized in a way that every movement from Storage Type (ST) 'X' to ST 'Y' must go through intermediate bins.
This means that 'Whole HU' field is set to 'Empty - Not Relevant'.
Even though the full HU quantity is getting moved, the LOSC WTs would not get created for the intermediate bins.

The opposite may also apply, i.e:

LOSC is customized to only move partial HUs through pick points: 'Whole HU' is set to 'A - Partial Removal - Product Warehouse Task'
Upon picking full HUs instead of moving them towards ST 'Y' directly, HUs are routed to the pick point.
Although this movement is not necessary since repacking activity will not be carried out.
