2650353 - No Permission error when requesting Payout

You are trying to request a payout through workbench of through workflow and you are getting the below errors

In order to reproduce this issue in termination screen:

1. Select any employee you want to terminate.
2. Go to Actions > Terminate.
3. In the time account section try to create a payout.
4. Get the error message below:

In order to reproduce the issue via workbench:

1. Select any employee you have access.
2. Go to manage time off.
3. Go to ACCOUNT PAYOUTS tab.
4. Click in add payout and get the error below:

Missing permission to Metadata Framework > Access to non-secured objects

To solve this issue perform the following:

1. Go to Manage permission roles.
2. Select the role you need to give the permission.
3. Go to Metadata Framework section.
4. Check the option Access to non-secured objects
5. Save your changes.
