2650770 - Information Steward test connection fails with the "Connection Error: Communication error with the service" error

Symptom

After an Information Steward upgrade, the test connection to the existing and new connections to repositories fail with the following error :

Connection Error: Communication error with the service, caused by: A system error occurred. Contact the administrator if the error persists. (UIM-10142); nested exception is:

com.sap.icc.applicationservice.ServiceActionException: A system error occurred. Contact the administrator if the error persists. (UIM-10142) (Core-10245) (ADM-10008).
