Symptom
After setting the Status of a new Development Objective/ Goal to "On Hold" the option to "Add New Learning Activity" disappears.

Reproducing the Issue
1. Select Development from the Home Dropdown Menu.
2. Select a Development Plan.
3. Add a new Development Objective/ Goal.
4. Select Edit on the newly added Development Objective/ Goal and change the "Status" to "On Hold".
5. Save and Close the Edit window.
6. You will now see that the Status has changed to On Hold and you will not be able to Add a Learning Activity.
Cause
If you configure “On Hold” after “Completed” in the Development plan xml template, then the system will treat the “On Hold” status as the Completed status.
Resolution
The order of the status in the Development Plan xml needs to be rearranged. The final status should always be "Completed".
Once the order has been corrected, save and upload the xml to provisioning and then go to the "Development" section and you will now be able to select "Add New Learning Activity" to the Development Objective that is in the "On Hold" status.
