Symptom

The system does not start.

In the message server trace file (dev_ms) the following messages appear

***LOG Q01=> MsSInit, MSStart (Msg Server 1 20376) [msxxserv.c 2331]
  *** ERROR => rdisp/msserv and rdisp/msserv_internal must not be the same value (<nr>) [msxxserv.c 2446]
  *** ERROR => MsSInit failed, see dev_ms for details  [msxxserv.c 7837]
  ***LOG Q02=> MsSHalt, MSStop (Msg Server 20376) [msxxserv.c 7896]
