2652468 - Produced double ABORT issue and caused server crash -- SAP IQ

• The issue is a double ABORT crash. 
• a throw safeness issue when canceling a query. 
• Multiple errors were reported during Ctrl-C processing.
• Prior to IQ16.0 SP11.17, this double abort resulted in deadlocked.

  Stack dumps in higher SP11.17, below thread showed double abort symbol.
