Symptom
When using Legacy Position nomination method, the Nomination History dialog shows the current incumbent of the position, when seeing a history change in a date prior to the effective date of when the nomination succeeds and became the incumbent of the position.
For example: Position “A” has 3 successors (user “U1”, “U2 and “U3”). The nominations were added on 01/21/18. Successor “U1” succeed and became the incumbent of position “A” on 05/28/18. When opening the Nomination History dialog for position “A”, and verifying the history on timeline “01/21/18” (prior to current incumbent succeeded), user “U1” shows as the incumbent of the position, instead of showing the incumbent of the position when the change occurred (01/21/18).
