2653629 - Error FWM 01014 when trying to create a Relational Connection with ODBC - Teradata connectivity on AIX

Symptom

When creating an ODBC connection to Teradata from IDT using Server Middleware, users receive the error message:
"FatalException occured. The cause was : com.crystaldecisions.enterprise.ocaframework.OCAFrameworkException$AllServicesDown: Unable to find servers in CMS breese.atldc.nscorp.com:6400 and cluster @host.domain.com:6400 with kind connectionserver and service propertyListContains('SI_NETWORK_LAYERS', '[ODBC][Teradata 15]'). All such servers could be down or disabled by the administrator. (FWM 01014)"
